Publisher Shueisha hit with tax evasion

August 21, 2009 by J!-ENT · View Comments

Daily Yomiuri reported:

Major publisher Shueisha Inc. was found to have evaded about 500 million yen in taxable income over five years until May 2008 by the Tokyo Regional Taxation Bureau, The Yomiuri Shimbun has learned.

The amount of penalty taxes imposed was about 200 million yen, including heavy additional taxes and additional taxes due to underpayment. The Chiyoda Ward, Tokyo-based firm filed a revised income tax return, based on the bureau’s instructions, and has made the payment, sources said.

According to the enforcement ordinance of the Special Taxation Measures Law, expenses incurred by publishers when holding discussion meetings for editing purposes or data collection are classified as due expenses.

For publishing firms, food and beverage expenses incurred during meetings between authors or manga artists, and the publishing staff responsible for editing the publications are treated as “research expenses.”

However, according to a person familiar with the matter, tax investigations conducted by both the taxation bureau and internally by Shueisha revealed that among the company meetings, which included editors and were held in locations such as izakaya pubs, the expenditures were being categorized as research expenses, and included many occasions on which no authors were present.
